福島第一原発1~4号機がある大熊町。 すべての住民に避難指示が出て、役場機能は会津若松市に移転。2013年4月、町民の一時帰宅に対応する職員が必要になるが、放射線は依然高く「若い職員を行かせられない」と 、 退職したばかりの元総務課長など幹部6名が「無人の町」で側溝の掃除や草刈り、 防犯見回りなど町の復興・帰還計画を牽引する活動を担った。これら6名の自称「じじい部隊」が拠点にしたのが、坂下ダムの管理事務所(旧大熊町現地事務所)だった。2019年3月、新しい町役場が完成し、じじい部隊の役割は現役職員に引き継がれた。だが大熊町の除染は860haのみ、まだ町の面積の1割に過ぎない。
Sakashita Dam & Jiji (Grandpa) Troop
Okuma town is where the Reactors 1 to 4 of the Fukushima Daiichi Nuclear Power Plant are located. In April 2013, the town needed staff to accompany residents visiting their homes, but radiation levels remained high. Okuma Town recalls, "We couldn't send young staff", so six executives, including the former head of administration, took on the task to prepare for the town's recovery by cleaning ditches, cutting grass and conducting security patrols. This six self-proclaimed 'Jiji (grandpa) Troop' was based at the Sakashita Dam Management Office (the former Okuma Town Field Office). The new town office opened in March 2019. The Jiji Troop handed over their role to the current staff. However, Okuma Town has only decontaminated 860ha, 10% of the town's area.
